Juan Carlos Portilla is an international lawyer and scholar whose career has unfolded at the intersection of global financial regulation, international law, and high stakes human rights litigation. He is known for confronting transnational criminal economies and exposing institutional failures that threaten democratic governance.
Juan Carlos Portilla holds an LL.M. in International Law from The Fletcher School at Tufts University, with advanced training in the Program on Negotiation and Dispute Resolution at Harvard Law School and in Leadership and Public Policy at the John F. Kennedy School of Government. He also completed the 2026 Winter Courses at The Hague Academy of International Law. He teaches International Financial Law at Universidad de La Sabana.
Appointed by the then President of Colombia as Superintendent of Surveillance and Private Security, Portilla led a sweeping institutional overhaul that dismantled private armies and criminal networks tied to narcotrafficking and money laundering, producing high profile arrests and extraditions. He has continued his career in the United States as a senior lawyer investigating transnational financial crime, earning CAMS, CFE, and FINRA Series 7 certifications.
In international human rights law, Portilla has acted as both academic and strategic litigator. As a visiting scholar at Boston College Law School, he led legal and diplomatic efforts that secured the release of a Venezuelan student detained for political reasons. He has also played a central role in seeking provisional measures before the Inter American Commission on Human Rights in cases involving allegations that public media have being used in ways that, according to his petitions, risked undermining democratic institutions and the rights of political opposition groups in Colombia.
Portilla’s work embodies a conviction that international law must be used as a living instrument to defend human dignity, restrain abuses of power, and confront the pressures facing democracies today.

Chair of the United Nations Global Compact Legal Advisory Board. As an Adjunct Professor at IE University in Madrid, he teaches the Rule of Law, Freedom of Speech in the Digital Age, and Artificial Intelligence and the legal profession. In March 2026 he was appointed Non-executive Director of the Association of Accounting Technicians. Since 2023 he has been a Trustee of the Civil Liberties Trust in the UK and since 2024 Trustee of the International Bar Association Foundation.
