Oscar Portocarrero Mena, was born on September 16, 1994, in the State of Mexico, entered the Faculty of Law of UNAM in 2013, the same year he began his legal practice at the office of Licenciado Jesús Salgado Quiroz +, after which he was at various law firms such as Santillana Hintze and Associates, CYCA Lawyers, among others, and the experience he gained helped him to open along with his partner José Maximiliano Guerrero the legal firm Portocarrero and Guerrero S.C.
